ADR Vietnam Chambers’ Presentation on the Public Lawyer System at the Seminar on Sharing Experiences and Practical Development of the Public Lawyer System in Japan and Other Countries
On 1 August 2025, within the framework of the JICA Project supporting the Ministry of Justice’s activities in 2025, the Department of Judicial Support, Ministry of Justice, organized a seminar titled “Sharing Experiences and Practical Development of the Public Lawyer System in Japan and Other Countries.”
The seminar featured presentations by Japanese experts and lively exchanges among specialists, lawyers, lecturers, and other participants from various organizations. On behalf of the ADR Vietnam Chambers’ author group, Arbitral Assistant Dao Linh Chi delivered a presentation on the experiences of several countries with notable public lawyer models and offered recommendations for Vietnam, including the following key points:

The development of a public lawyer model in Vietnam should avoid disrupting the existing legal system.

The formation of a public lawyer team must ensure the independence and self-governance of lawyers.

The organizational structure of the public lawyer force should align with the State’s policy of streamlining the public administrative bodies.
The ADR Vietnam Chambers’ author group expresses sincere thanks for the valuable information provided by numerous international experts, including Professor Luke Nottage, Co-Director of the Australian Network for Japanese Law at the University of Sydney Law School, Australia. Professor Nottage is one of the two authors of a 2011 study on Japan’s government lawyers and judicial system reform, and he generously shared this work with the author group during the research process.
